The Commerce Act contains provisions that aim to discourage anti-competitive business practices such as substantially lessening competition in a market.  While many smaller businesses may not consider that they would be in a position to breach the Act, a business could find itself involved in arrangements such as franchises, joint ventures or joint buying groups that could (inadvertently) substantially lessen competition in their market.
